"The beneficiaries of implementation of the non-settling states' proposal would be the same companies that are its most vocal advocates, Microsoft's competitors," Madnick said in written testimony.
"Their most immediate advantage would come from degrading the performance of Windows," Madnick said.
The professor said a diverse and inconsistent universe of Windows versions would have consumers and developers scrambling to replace pieces of the system.
Demands of the states for free licensing of Microsoft's Internet Explorer and greater disclosure of the inner workings of Windows would strip Microsoft of much of the value of its intellectual property, Madnick said.
