Arafat Finally Leaves Ramallah, but Avoids Testy Crowd at Camp
The Jenin refugee camp has long been a problem for Mr. Arafat as well as for Israel, which said its military operation there had been necessary because the camp had produced 23 suicide bombers. In fact, some Palestinians here contend that Mr. Arafat may have colluded in the Israeli attack, to suppress his own opposition.

Human rights groups have said Israeli soldiers committed abuses here, including using people as shields. The Israeli Army has denied such accusations, and Israel fought off a planned United Nations investigation.

"It doesn't concern me if he didn't come to the camp and shake hands with me," said Sujood Hawashin, a sixth-grader in a blue-and-white striped dress. "He's someone who doesn't let us do operations." That was a reference to Mr. Arafat's call last week for his security forces to block "terror attacks against Israeli civilians."

On a black cord around her neck, peeking out under her lace collar, Sujood wore a medallion bearing a photograph of her 13-year-old brother, Muhammad, who she said had been killed in the fighting here.
