"They believe that the security arrangements cannot stand without a political process, that's what he assured us," Yasir Abed Rabbo, the Palestinian minister of information, said of Secretary Powell. Mr. Abed Rabbo took part in today's meeting.

"The main thing is, we want to know how serious this administration is concerning the immediate withdrawal, which the president himself has asked for," Mr. Abed Rabbo said. "It's clear that Sharon intends to continue the war." He added, "We don't doubt the position of the administration, but we still doubt that there is enough pressure."
