The plans would leave families essentially without insurance until they have spent several thousand dollars, she said. "Uninsured people don't consume much care" because they may have difficulty deciding whether care is necessary or not, she said.

"This is taking coverage away from people," said Ms. Chollet, a health insurance specialist. "And it is obviously a greater hardship for the lower-income workers."
