U.S. Defends Decision to Move Suspect in 'Dirty Bomb' Case
Lawyers for Mr. Padilla, who was declared an enemy combatant last month, have accused the government of placing him in military custody in Charleston, S.C., because the courts there are thought to be more favorable to the government. They accused the government of "impermissible forum shopping," and asked a federal judge to review the legality of his detention and order him released.

But in a filing made about an hour before a midnight deadline, government lawyers told Chief Judge Michael B. Mukasey of Federal District Court in Manhattan that Mr. Padilla's transfer to South Carolina was purely an administrative decision.
