Bush Tells Arab Ministers U.S. Wants Mideast Peace
The Arab ministers expressed support for the administration's efforts to restructure Palestinian institutions, build a new security force and provide humanitarian aid. But they also expressed sharp reservations about Mr. Bush's immediate demands on Palestinians and vaguer demands on Israel eventually to withdraw from Palestinian territories, release impounded tax revenue and reach a final settlement on borders.

At a breakfast session with reporters, the Egyptian foreign minister, Ahmed Maher, complained that in Mr. Bush's June 24 speech about the Middle East, "everything the Palestinians have to do is upfront, and everything the Israelis have to do is delayed and is conditional on the will of the Israeli government." He said Arabs wanted to "create links between the obligations of both sides."
